That could be a mistake on the receiving end. However, giving out the full game when it's not out yet, that takes a time machine, and I'm betting this guy doesn't have one.

not saying this is legit or isn't but you can buy this on Steam as a preorder gift and then gift it on here so you are wrong there

But, if you look closer, the person who said he didn't receive the gift, has the game from the giveaway in his account.
EDIT: on even closer inspection, the guy who won the game and said it was not received has WON 3 giveaways for the same game. So the bad feedback was not the fault of public.
