This key is the spare delivered from the boxed Frozen Synapse Collector's Edition.
To activate the DLC you need to install the game and register an account. Select Home after login and choose active DLC.
Wow! I installed the game, went and found the email with the key in it from 2 years ago, and successfully added it. I changed its status to 'Received'. Also, I noticed that the user had a permanent suspension, and that DLC was the last thing they ever gifted. :S
They never told me it was an in-game key, and they never responded to my contact attempts.
At least not from my side. I already have reported the steam-page for not showing the activated DLC. Since I activated the DLC the same way, I am running into the same problem. This should be handled as steam problem, not a SG. Mafia II got a few DLC's issues as well, haven't heard of any problems there.
