Btw, if you are giving it away as a steam gift, then I believe some regions restrictions might apply. I don't know the details, but afaik all steam gifts are regions restricted according to some rules.

I see. My guess should be that it will be limited to EU region and regions with similar steam pricing, but that's just a guess. Actually, I don't think steam treats EU as single entity, rather each country has their own regional pricing and hence their own regional restriction pertaining gifting. Sorry, I can't be of much help here.

A few (let's say ~5) days ago.
I know that there are countries where prices are very low, but I do not belong to one of these countries. In this gift, the winner came out of Europe, and everything went well, so maybe I was lucky now. But I will keep that in mind.

I see. I don't know how it works exactly, but afaik you can't gift to someone if the price difference for their and your country is more than some threshold, even if it is cheaper for them, I believe. Well, great you didn't face any issues.

I read about Region Restrictions after the GA, but I got confused somewhere. At the beginning it says that the gifts can be redeemed only in the specific region where the purchase was made and below it says that those who have a restriction, have a notice and can be seen even in gifts that someone has in their inventory.
I saw that I have a gift in my inventory, but it doesn't mention any restrictions, and I did not notice yesterday if it had displayed any message during the purchase.

I've heard that Steam can block or restrict an account if it finds that it frequently donates (via gifts), so I'm reluctant to donate. I am the one who feels and should feel bad! :)

Didn't feel bad (you should'nt ether) and this is a more or less free community. Everyone is open to create, enter and win giveaways. I started creating giveaways quite late after I felt more comfortable with the rules and mechanics here.
I only heard from Humble bundle Users that got blocked after giving away too much here.
