Do you have a key or do you want to send it as gift directly on Steam?
In the latter case, there might be issues due to price difference in different regions.
The important thing is, that it is a key and not direct gifting in Steam's store.
The key is not send automatically, you have to click "send" after the giveaway has ended.
You might want to check if the winner activated all their wins in the past. If they have not done so, you can request a new winner.

Well there was an option to give the key automatically to a winner the key I'm correct
