as far as i know it is just the base game and not the digital deluxe thing but it only showed the digital deluxe version so well here we are, you have been warned :p
I believe the reason for the base game not showing up when making the giveaway is because it has been free before.
Therefor as far as I know it is against the rules to make this giveaway.
If this really is just the base game you are giving away or if you are unsure please delete the giveaway to be safe.

Besides rules for making a giveaway, afaik a problem can also be for winner in terms of having a non-activated win. And that because the records will be showing that they won the deluxe edition on SG but do not have the deluxe edition activated on Steam.
