Yes, sadly, a few lvl 0 and 1 users will be hit with the higher level restriction but it close much more black sheeps out.
You are, with only a few months on the site and only a few wins, not in the majority of the lvl 0 and 1 accounts. And my advice isn't directed as you or users like you.
Take a look in the thanks script users (it is a part of the autojoiner program -so yes, some openly use it...-) accounts and you see the stats that the most ones have (4 years on the site, 400 wins, never gave something or similar ones).

But to say something very clear, of course is each one free to do with his owned stuff whatever he wants. So if someone don't care which ones get the game or don't want to exclude a few etc., it is his thing and absolutely ok.

It helps when the winners get checked and the ones with infractions get then reported.
Each one that stop with the bad stuff or recieve a perma suspension, help in general all users, special the low level ones, because lesser exploiting/abusing/cheating reduce the need to set a minimum level or at least the need to set a high one.
