I own the game license, yet I can still enter the giveaway.

It is because the giveaway is under:
211070 AppID [US Version]
(In Steam Store,) It automatically redirects "non-US users" to (and vice-versa):
211050 AppID [EU Version] (the license I own)
(You can still view the "Community Hub" tab for both in any region.)

In that case, I should be able to activate this Steam CD-Key, if there are no restrictions.
