You can check peoples' accounts to see if they've won a game, and then check (most) peoples' Steam accounts to see if they've activated it.

As kirbman101 said, please do the minimum amount of due diligence and at least see if the giver has even won the game on this site. You can't regift what you've never won. HarrisVIP has no Terablaster wins here.
