From steamstore: "Notice: Capcom requires that this game will not install or update when connecting from an IP address attributed to Germany. " So even if you can activate you cant install or update without using a proxy or something.

I know what the store site tells you, but this bit of info was never true. I have tons of friends that bought and activated retail keys. Needless to say that they were able to install and play it as well.

That is one strange decision O.o I know that 9 months ago I bought it from Humble Shop and the game told me that the activation was IP blocked. Why on earth are retail keys able to circumvent that block? But I'll keep this in mind. Maybe I'll see one cheap in some store. Other than that they should remove that block completely. What in the game is that gruesome that it should not be activated in Germany anyway?

Well, if you bought a key that was only whitelisted for NA or something like that, it will of course not activate outside of of NA. Non-whitelisted ROW-keys however should work now.
If you take a closer look to the comment section of our group (http://steamcommunity.com/groups/foruncut), you will see that just a couple of days ago one of our members reported that he was able to activate keys for DR2 and DR3 - with DR3 keys being previously blocked for Germany - that he bought on Cancer2A.

No, the key the Humble Store sold was ROW. It was just that the whole of Germany was IP blocked. I didn't even know they could do this until i saw it O.o All praise CAPCOM for that great idea. Maybe there has been a change in the meantime. Or it only works with (certain?) retail keys. But I believe you if you say it is possible. I'm just failing at understanding the logic behind this fabolous buisness model.
