My standard CHALLENGE: I will whitelist anyone who has made (public, unrestricted) giveaways at all of levels 0 thru 10.
Why do I think it's important to reward people who do giveaways across all levels? Because leveling up is a reward for doing giveaways, but that only means something if there's a variety of giveaways to enter at all levels. I reward people who reward that spirit.

At least one public GA open to level 0, level 1+, level 2+, etc, all the way up to level 10. I hope that's more clear.
It doesn't matter what games, what value, what order, nor what level you're at.
