It can be played in germany. It is not buyable in the german steam store, but can be activated like Postal 2, and it does not have an "IP bann" like dead rising 2 (that can't be installed and played with german IP).
As long as the key itself has no region restriction, it should be activatable.

The Dead Rising 2 keys from the Capcom HBundle could be activated and i can play the game with a german ip...maybe they removed this restriction since launch? (I know that it had an IP-ban at release)

At least for germany there are so many wrong info about keyrestrictions...it's just strange.

I just copy & pasted what it said on the gift item in my inventory: "This is a restricted gift which can not be played in these countries: Germany" I already made a mistake and had to delete this giveaway before because i thought the "region restriction" section restricted it from the selected region, but someone told me that it actually restriced the game TOO that region. Silly goose.

So in the future, i'll just put the region restriction to any and then past in any info in the description. I just think restrictions are all wrong, let people enjoy all and any games. They're all just pixels at the end of the day. :)

Worst thing with those restrictions is that you nearly never see them before buying and even after buying these info are often missing (if there are restrictions) and then sometimes the restrictioninfo from the seller is just wrong (e.g. with the Capcom HBundle).
