I already own Risen 3, but none of the DLC. This one key is for a package that includes both Risen 3 ("the base game") and its DLC. If someone like me won, they would then have the DLC, but they would not get Risen 3 since they already have it. In that case, anything in this package that is not DLC would effectively be lost completely.

Some people would prefer it if someone who has nothing in a package would win, so that nothing gets wasted.
