It's kinda hard to remember which games are from that time period. Especially since I didnt have a decent gaming PC then. I wanted to go with Fallout 2 (1998) and Mass Effect 1 (2007), but that just misses what you had in mind.

And now that I thought to your question, I will answer Roller Coaster Tycoon. Yes, it's from 1999 but still, that's a good game from this era. A really good game. :)
