You can see if the DLC is in their library if you're Steam friends. In the store page should appear in the section "13 friends already own this game".
In my case, if I go to this DLC page, it says 13 friends have it; if I go to the base game page, it says 14 friends have it. So one of them has the base game but not the DLC.
So all it's needed is to ask the winner politely to be friends to check it, that's all.
I already have this but still can enter. Remember to check your winner.
