It's to 'stealth' it - giveaways with 50 copies or more are featured on the front page, which often means they are swarmed with entries. By keeping the amount below 50, people who more actively look through the giveaway pages are rewarded, and there is less noise from more random entries. I've seen other people do the same, so I've just copied their idea :P
