Are you sure it's region locked for Germany? Steam Gifts is supposed to only show giveaways you're eligible for, but I can see this one and I have my account registered to the UK. Maybe it's just Europe locked. :3

When i've picked the link the site stated the key wouldn't work on Germany, it looks strange to me too.
