That's because this game was given out for free. Once games were given for free they cannot be given away anymore. It also makes no sense to offer the soundtrack instead, as only people who already have the basegame will be able to enter this. Also they will expect you to gift them the soundtrack. You are going to receive a "Not received" feedback.

Also per rules this is called a "Misleading giveaway", as you are not gifting what the label says. This will result in a ban from the site and the giveaway will be deleted. Please delete it yourself to spare yourself being locked out from this site (if only temporary).

Lovely planet game is banned from steamgitfs, however if this giveaway is for the soundtrack, its fine.

The thing I really like about giveaways such as his is the fact you can only enter if you have the Base game already.
