In your particular case, doing the calculations for your stats, it means: have the game wishlisted on Steam before Dec-10, or have maximum 4 wishlisted games, or the sum of your owned and won games must be under 79, or simply own World in Conflict (which was its latest spiritual successor, although it mostly followed Ground Control 2 game mechanics).
