My preference is that these go for those who don't have the basegame yet.
However, I don't really care that much. So it is not an explicit wish, just a humble preference.
Up to you to decide if it is or it isn't reasonable to enter only for the DLC.

Whether or not people are permitted to enter my giveaways for the DLC depends entirely upon the situation. Sometimes, it's fine, and other times it's not.
