Yeah, that sucks. It's not really region locked though. It's rather totally unavailable. I don't know what you call it in this case. Region locked actually means that you have to activate it in the same place you bought it. In this case, you can't buy it at all, but you can activate it anywhere where it's available for buying, and there's no region lock.

It's just weird :-/
