In situation like this you should ask creator for replacement key. If they can't provide you with another working key (like I see it's the case here), you should mark giveaway as not received, after 7 days passed since GA ended.
Alternatively you may agree on giveaway deletion. That way this not delivered giveaway won't be visible on winner and creator account.
