Yeah they can unfortunately as the creator of the kit put it on the Unity Store for anyone to use. Technically they didn't steal anything as it's free for anyone to use. I think someone taking something someone worked on and gave it to everyone for free and someone took that and made no alterations and is charging $40 for as a really shit thing to do. There's a lot of free assets used in a lot of games today on Steam but most of them actually use them in games they are developing, that's a big difference than what's going on here.

From what you said in your comment it sounds like you didn't know what that "dev" did so don't feel bad as a lot of people aren't aware of this type of thing honestly. Sentinel's of the Store normally post when something like this occurs, that's how I became aware.

Btw Vogue Explorer has only 2 levels when i played it. And i was very glad i pirated it before purchasing (or traded i cannot remember) :)

I don't know but on itch some free asset have limited license for private use and can't use in commercial project isn't the same on unity?
