I tried to activate the key from NY, and it didn't let me to activate from there. Steam doesn't let to change my residence after 2 weeks from now, so I'll add you on steam to explain you how is it going, if you don't mind.

I am sorry you are having this problem... From 4 giveaways I created with games from Humble Bundle Choice 2 have already confirmed the activation...
I will try to contact Humble Bundle's support.

Yes, If you add me, I'll pass the image to you. I don`t want to upload images in public with the code in it. I must say that it is really weird, but one friend of mine had the same problem with a Japan key :/

Really deep in the HB FAQs I got

It's important to note that some of the games provided may have region restrictions! This is dependent on the title as not every game has restrictions. If your Humble Choice subscription is tied to your account then it will be tied to your region. If your friend lives elsewhere, they may not be able to redeem the key properly.

I think we just got unluck that only this game (from all my giveaways) was locked...

Well... I'll buy you the game and send through Steam... Is that ok?
