The DLC is just a digital artbook. Deluxe Edition contains the artbook and ost. So if you win and did not get the base game, SteamGifts will say you already won this game, so for other legit Blasphemous 2 giveaways, you wont be able to join.

If I may, the solution might play differently :

• If the winner does not actually receive Blasphemous 2, the should NOT mark it as "received", but leave a message here saying they agree to the giveaway deletion. Then it'll be up to you (the GA creator) to send a ticket for support asking for the deletion of the GA.

If the winner marks this GA as "received" and they do not have Blasphemous 2 in their library at the next steam sync (which is automated and not a "sometimes" situation) then they will definitely get in trouble (temp ban) and this "appeal" that you mention is not guaranteed to yield any result at all...

Safest way to do it is you asking for deletion in case of problem, and not get the winner in trouble!
