No one can answer on User Report.

The winner can mark a giveaway as "received" only if he got a valid key/gift for the game stated in giveaway title. Otherwise he risks a suspension for "Not Activating Won Gift".
You should not provide keys for different games and he should not accept them.

You could delete this giveaway by clicking on the appropriate link on the left column, but you need the winner's agreement.
You could ask him to post on this page or you could take a screenshot of the chat and attach it to the Delete Giveaway ticket.
