Hello OrangeBiden,
I marked this giveaway as "Not Received" about a year ago because I hadn't received the key for a few weeks. Today I found out that you delivered the key with a delay. But I've won this game in another giveaway after this one so I didn't use this key.
I'm okay if you want to delete this giveaway or you want to ask the support for a re-roll (a new winner).

Marked not received even though user received the key. I do not know why people are allowed to do this?

As per our site's guidelines, winner are allowed to mark a giveaway as 'Not Received' if they do not receive the key within 7 days of the giveaway ending. In this case you appear to have sent the key to the winner much later than that, which the winner did not notice and they had went on to win the game from elsewhere.
The winner has said they did not use your key and they are also agreeing to you rerolling them or deleting the giveaway. So if you wish to do either of those things, then you are welcome to create a support ticket asking for either a reroll for new winner or for the deletion of this giveaway. You can also leave it as it is if you do not want to create a ticket.
