Viking has been free and tier 1'd.
Shogun, Rome, and Medieval 2 have been Tier 1'd
Empire and Napoleon have been Tier 2'd. (Napoleon was also T1 in the distant past)

You may wanna consider your rerolls based more on ownership of Shogun 2, Fall of Samurai, and Rome 2, given that they're Tier 3/unbundled, and have by far the highest retail prices besides.

Your current criteria excludes everyone that got the T1 of the last Total War Bundle, while letting people who already own them put the unbundled ones to waste. :X

Each one of those games has been in a bundle. ( Except maybe Rome 2 can be counted as non-bundled)
Also everyone who got the T1 bundle may enter. They will have Rome, Medieval II and Vikings which is exactly 3.
The old Shogun and Medieval games are not part of the Collection.
I don't want to give 9 games to people who own 6 of them.

Oh, I read "less than three" (likely since you said 'or less' rather than 'or fewer'), and thought the mobile one was the original Shogun. Early morning confusions, sorry :P
(Though I wouldn't consider Tier 3 'in a bundle', myself.)

It seems your thoughts on the matter differ a bit from my own, sorry for the bother. :)
