Nowhere in that post does it say if it's a key or a gift. "Steamgift" could mean that you're gifting the key via Steam IM, or that it's a giftable copy. Or you could just be talking about the site itself. IDEK.

It's only against the rules if it's region restricted. I believe this one activates anywhere in the world, but comes censored and with German language only. I could be wrong, though.
