I agree with you. Waiting for 3 weeks is ridiculous. But you can submit a TT and support guys will reroll the winner in a matter of hours :-)
From the site guidelines: "Winners should correctly mark their gift as received or not received within one week of the giveaway closing."

So, these are guidelines, not rules. I stated this incorrectly above. Meaning that you don't absolutely have to follow them, but it's a nice thing to do :-) 7 days is certainly enough for someone who's lucky to win anything and didn't have time to come back and check.

Although, there's a "AMAGAD YOU WON THE GAME YAY!" email, so I'm not sure 7 isn't an overkill...
