Yeah, it's an issue with the API that SteamGifts uses to hook into Steam's user info. It doesn't recognize ownership of DLC or bundle packages properly, across the board. It will just report that you own the base game alone, even if you own everything. On top of that, there are a handful of titles that are misconfigured in Steam somehow that create extra problems on top of that.
