Hippo is not wrong, this is technically a rule... but if it's a one-time accident, and the delay is small, the rule generally has not been enforced. (The rule was added to prevent people from consistently creating delayed carts).

In the previous cart there was a deleted comment, and now there is no visible next link, so probably that was the content of the deleted comment.
According to the rules (if I understood correctly), that comment with the next link should not be deleted.
According to the rules this can't start in the future. Probably best to delete and recreate.
