I would advice you to set at Giveaways a minimum level because at level 0 are a lot "not so nice users", to say it very friendly.
With 1 GA for 1 cent a user will reach level 1.

And i advice that you check your GA winners with http://www.sgtools.info/multiple-wins and http://www.sgtools.info/activation if they broke the elementary GA rules.
If you see red marks then click at the winner page at "request a reroll" and copy the sgtools links with the red marks in the support ticket.
The support checks then if that user needs then a punishment and don't get the win or if it have got the punishment in the past and all is ok.
