Yeah, for some reason people are still able to join the giveaway even though they may have it. I think I've seen similar problems with other CoH2 expansion dlcs, sometimes I got confused as if there was a dlc I didn't own from long ago but going to steam just confirmed that existing owners can still enter.
I already own it on Steam, yet somehow I can enter. Better check the winner I guess.
