Ok. I've seen other people do that on similar giveaways and it turns out most of the time that it was a troll or someone new who didn't understand how things worked. I just wanted to let everyone not to get their hopes up, just in case.

well there's nothing really to report since it hasn't ended yet and we dont' know if the winner will actually receive the game or not. I guess that's why I don't think of it as calling out, becasue it's just suspicsions. I'm not saying this guy IS doing bad stuff, I'm saying he might be. So I guess it skirts the line. But I'll be more careful how I phrase things in the future just in case.
