I have made 3×3 giveaways of the same hidden object game collection, on levels 0, 4, and 7.
The widespread assumption on the forums is that people on level 0 enter anything mindlessly and never read anything. Level 4-ish is where the riff-raff starts to fall off, and level 7+ is supposedly where the "good" users sit at.
The rules are pretty simple, so don't worry:
If you are feeling adventurous, you can post your predictions on the number of rerolls I will have to do for each level before all nine packs will be sent and marked as received.

Rather than that, the assumption is that most low level users use autojoin scripts (or bots) to enter giveaways, so they don't even get to see descriptions, let alone read them. Or they enter normally, but don't really understand English.
Or perhaps, they simply don't give a damn about it, and just want free games, preferably with cards for profitz™.
Are you going to re-roll in case of rule-breakers, or only for owning too many games from the pack?
Anyway, here are my (rough) predictions:

Why wouldn't it be allowed? The result is the exact same, winner owning all associated items. It's not my first time or even first pack like this where I do that. :)
I reroll for any standard stuff, plus owning too many games of the pack.
(Still, I think you are overestimating it, but we'll see.)

I think I read something about a "possible misleading giveaway" somewhere... but I might be mistaken.
Besides, packs usually cost less than the sum of their contents, so they give less CV.
But in your case, the games by themselves would give you 0 CV because you've given too many copies away.
I think I'm underestimating it, actually... at least for the level 0 one (I mean, it's 3 packs, after all).

Misleading giveaway is when you don't deliver the product you promised. This pack is made of 3 specific games, I'll send keys for those games. Steam API will report this pack as owned upon a request. SGTools won't even do the usual "cannot be surely verified" stuff for the winner, just straight-up report as owned.
And yes, the reason is that the individual games give less than 0.05 CV now for me, so I am exploiting a small loophole to get a better public CV ratio before I reduce my public giveaways drastically and switch to group-only.

Update: Wanna know something funny? Right now 50% of the entries on the highest-level one failed to meet the requirements. Want to know the funnier part? This is slightly better than what I initially hoped for.

Level 4: 2 re-rolls
Level 7: 1 re-roll
I simply estimate that not too many level 0's will own 2 or 3 of those 3 games, compared to 4+. That should outdo their capability to read. ;)

Funny, this is almost what I'm expecting, but I am sure there will be at least one reroll on level 0 (first game was handed out for free, third game has been bundled a lot of times, so there are many people with those two on their accounts).
