Well, now you can but I think there's a mechanism where giveaways get cancelled when there are fewer than X people entered. So far there are 3 entries. :X

It was a train and I only saw the last wagon (it was public, btw). As others already said, if there are less than 5 entries you receive no level gain, but still have to give the gift (or cancel it by yourself with penalty of loosing 1 slot of your max simultaneous giveaways).
