That's not how it works. Everyone but one country can search and open the store page, because there are subs available for all countries but one.

If the key were for these subs, only South Korea is locked:

Those are probably the subs you activate when buying directly from Steam. Since you have a key, you bought it somewhere else, and probably you're fried, there are heavy restrictions on the several subs that this key could activate. My guess is that you got it from a bundle. My recommendation: if you got it from a bundle, search that bundle in the Deals section in Discussions, and find there which key for which sub you got; then request this giveaway to be deleted and remake it with correct region restrictions. Remember that, if any region problem arises, giveaways with wrong region restrictions can't be rerolled, they must be deleted, with the winner's permission.

Edit: I just saw that you're from South Korea and no one knows what sub did you received. Hopefully, one of the two I mentioned above. It would be nice if the winner could tell us. Still, my advice is valid for anyone else who has these kinds of troubles. Too bad in your case it's not applicable. Again thumbs up and good luck.
