Don't know, but based off of Steam app page for this game, it's saying that it's Region locked. Don't want others upset if it does not work. Better safe than sorry. Only Germany is the only one that's affected.
Also SteamGifts will not let you select multiple regions.

Yeah, unfortunately (for the rest of the world) but not for US!... A
(I wish it had an option for selecting several regiions though in cases like these)
