Which is the same thing every bundle ever says. It's down to them to police their members not SteamGifts, go and report it there instead of breaking the rules here.
it's just a reminder that they aren't allowed to give WGN keys away, and yes, they DO police their members - in fact, i would say that warning the GA creator that he's breaking WGN rules is in fact doing him a good favour.
