I have Sniper Elite 4 without any DLC, but the giveaway button is red and tells me this Deluxe Edition "exists in account". Aside from the secondary question wether I would even be allowed to enter for DLC, the first question is why Sniper Elite 4 behaves differently from other games where DLC and ownership is concerned. Any thoughts, or a thread that explains things for SE4?

That's a very good question, but I coluld not find any SG related topics regarding that, or any infos on steamdb. Most of the time indeed, you can enter anything even if you have the dlcs. I don't have the game so I cannot analyse very further but it seems you cannot upgrade a standard game to Deluxe edition, and have to purchase the Season Pass instead I read something related here . So this may be the cause

I remember reading somewhere it is because of a single item package (sub) rather than a bundle (like you see with Sniper Elite Complete Pack).
The sub, on Steam, only displays Sniper Elite 4, no DLCs listed, so the API reads that you own the package already if you own just the base game ... really it should be the game plus Season Pass, like Darksider III Deluxe here:

Rebellion do this a fair bit and it isn't discussed much since just about everyone hides games they already own (so these editions aren't displayed hence no discussion).
