Generally it is up to the person offering. The rule is if you have "the majority" of the games, don't enter. Not sure how that works in a 2-game combo.

What are the rules for entering to win Steam packs if I currently own a number of the games contained within?
We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.

In practice, the devs pretty much let the GA creator interpret 'Majority' however they wish. Perhaps that may* change with a really extreme example (such as insisting anyone who owns a $2 content in a $100 package can't enter), so you'd probably want to contact support before posting in that kind of instance (or in any circumstance where you'd want assurance before acting), but generally you can feel confident that staff'll go along with owned-content-based reroll requests.
*Though given that staff appears to treat partial package ownership restrictions similar to puzzle filters, I'm not even sure that kind of exception would hold true. In that sense, the entire structure of the rule may just be a legacy of when it was first introduced.. 8 or more years ago, perhaps? Definitely something to run by staff, if a more clear answer is desired for those extreme examples.
However, there are some specific circumstances where GA creators may still not be allowed to reroll off the 'owned content' premise: Staff potentially won't allow a reroll in some circumstances where the content in question (either owned or unowned) can't be purchased anymore elsewhere [ie, outside of the package in question], nor will they allow for a reroll if a winner's version of a given content has a different APPID [outside of the package] than that of the equatable content inside the package.
On the other side of things, staff will allow you to make ownership judgment on previously free / bundle listed games without staff making any special consideration for their listing status- meaning that for a [previously free game + 2 dlcs] package, you could still prohibit entry for just owning the base game.

I mean, you can swap between the classic and modern visuals at any time, and they used the same voice cast, so unless you're missing some vocal nuances or the old music score, they're still effectively the exac same games. I will say that some of the graphical changes do feel a bit underwhelming* in places compared to the original art, though- so it's nice that you can swap between art styles at any time.
*For example, compare the lava art screenshots for the Secret of Monkey Island game on its store page. The original background art looks a lot more imposing (though the new character models are decisively better).

one of the most iconic scenes is the Bone Song where Guybrush hits his head and has that weird dream with his parents. The scene wirh the new score and the new graphics doesn't have the same feeling. Maybe that's how i remember it but i prefer the old vga version i played back in 94 or 95
