I was giving too much attention to the poem, I thought "rot" was referring to Caesar 7 too at first (like rot-7 cipher or something).

It was encoded in rot-7 so it would have to be decoded in rot-19. The standard rot-13 usually works both ways since there are 26 letters in the alphabet.

looks like it's encoded for 7 segment displays, which makes no sense because it does not look like that at all, but by coincidence they picked an encoding with 7 in the nameComment has been collapsed.
I originally picked the number 7 at random. Although, I did notice the 7-segment display thing when I checked different cipher identifiers to make sure people couldn't just instantly look up how it was encoded. I didn't change it because I thought it would be good to have at least one red herring considering the fish theme. However, I didn't notice or consider the other coincidences you found.

Cool puzzle! I wouldn't have known to look for Deadfish without the last hint. When I searched fish in dcode, the only thing it pulled up was some other programming language called Blub.
