Just a heads up, you can set region restrictions when creating giveaways. Also moderators probably wouldn't reroll for this because there is no guarantee the new winner won't be from the same region. Since the giveaway is only level 1+ probably quite a few bots have entered (I mean, just check the stats of the users on the first page of the entries, lol) and the big chunk of the actual users don't read descriptions anyways so I wouldn't be too surprised if there were some users entering from Germany. I'd suggest deleting the giveaway and remaking it with region restrictions or just hoping you won't be unlucky with the winner.
