Excellent game! Won it earlier this year and have been playing it for maybe 15 hours. So far I can't see where the bad reviews come from, I'm enjoying it a lot!
Playing Mars: War Logs before playing this is a good thing, but not a must, since it's another game by the same developer, set in the same world. The Technomancer is not a direct sequel, but some of the things happening in War Logs are mentioned in The Technomancer. This one is a better, and also much better looking game.
Oh, and for anyone wanting to read a bit more about my thoughts about the game, I wrote a bit about it here (read from the bottom up). Comparing it to Dragon's Dogma: Dark Arisen (another party based RPG) mainly.

Same world, set a few years apart. Not directly a sequel, but several of the themes/topics from War Logs return in The Technomancer, so it definitely helps you understand even more about the game world having played WL before, but it's not at all necessary to get the story.
I was a bit surprised by Mars: War Logs. I expected a 5/10 or maybe a 6/10 game, but would give it a 7.5/10. It had horrible voice acting when released, which led to many negative reviews (that still are there, lowering the metacritic score), but they redid it later, and you get the new voice acting in the current Steam version, and it's much better.
It was a pretty nice game. Nothing stellar about it, but quite interesting story, decent gameplay/combat (I played with a controller, felt better than m/k) and OK graphics.
The Technomancer has a much higher level of polish. Still not quite AAA level, but I think it's very good.
Decent indie RPG. I actually prefer their last game (Bound by flame). But this game was quite fun nonetheless. A bit rough around the edges, of course, but quite an achievement for sure a small studio.
