hold on... what about a russian VPN, because that tricks steam into russianing it and when you log in after activating the key with the russian ip it still works all good :) with eng lang and all.

Without russian IP, Steam doesn't even recognize the game as installed.
Using russian vpn for activaton will activate it on your account, but installation and playing requires russian ip too.
Better stay away from this, if you don't have a russian isp.

Нет. Есть игры недоступные в России, но доступные в Белоруссии или Украине. Есть недоступные сразу во всех этих странах. Из СНГ не сделали единую экономическую резервацию - разделили по странам. Так что если написано, что доступна "на территории России", то, видимо, так и есть. Никак иначе.

Вот не знаю, как сейчас, но год назад, будучи во Львове, спокойно купил в Стиме Морру и Облу. А Скайрим сцуко недоступен, да.
