okay, sorry that this answer took me some time, but i finally gave it some thought.

yes, the CV isn't perfect at all and some sort of CV deterioration over time would be good, but i don't think any development of the site will happen soon, as the creator seems mostly absent and support tickets are piling up, because mods are overworked, so we have to work with the site and tools we have and that means set level restrictions
The key of these restrictions is to set the level low enough, so that not only veterans, but a good chunk of other people can take part, lowering the chances for veterans in the process, but also set it high enough to weed out most of the bad accounts and for me bad accounts are not only rule breakers, but also stingy low levels, who only take and not give back, lowering the chances for everyone and makes the site unattractive for new users, who could be willing to spend some money and make some GAs, because the site lives of giveaways and i think people who keeps the site alive should be rewarded.
Even if people argue, not everyone can spend money on games to give away, keep in mind, they had enough money to buy a PC and can afford rent, food and other things, but they are too stingy to spend like 1$ on a game (and there are good 1$ deals on decent games at Fanatical e.g.) and make some levels over time and contribute to the site, even i was able to afford some games and i really don't have much money at hand (living below poverty line of my country)
Of course you can't weed out every bad account with level restrictions, and it's depressing every time getting a winner with bad leecher ratio, but you can weed out most of them and i won't get the depressing feeling every time i do a GA, also higher levels are way faster with accepting the key and mark it received, but there are always exeptions, you know.
But i won't tell you, what to do with your GAs, your GAs, your rules, i only made a suggestion and gave some points to consider and i think level 1 is too low, because it takes almost zero effort to reach that and look how many people are even too stingy for that.

you're right with your shovelware argument, but i never took the effort to look closley at accounts, i don't have time for that, i usually only look at the ratio, and if you see accounts where you didn't like their behaviour, you can blacklist them and vice versa whitelist ones, you did like or their opinion or whatever, you wouldn't imagine how much BLs i get for writing this above suggestion in selected GAs

I don't do pure WL GAs either but i combine them with group GAs, where the group haven't much members, or i don't get much entries, which is the case in U7, because i set a level restriction to 3+ and most gifters are hesitant to join
I also like to do 4+ invite only and post the link in the positive or anti-ninja thread, this way i avoid auto-joiners and reach only people, who are active in the discussions or at least read them
