Oh nono, they are not doing anything wrong, it's most likely a problem between Steam and Steamgifts, Steamgifts doesn't recognize we already have the game/dlc and it lets us join, it mostly happens with DLC's, so always click the steam icon to go to the storepage before joining any giveaway.
