Most likely did the GameID change on Steam, for whatever reason, in the time between that we activated the game and right now.
This results in 2 different ID's for the same game, and the Steam API and/or SG are not able to connect the ID's to the same game.
So right now SG "thinks" that ArmA2 is not in the library, because the ID is different from the one currently known.
However, if you try to active the game, it will say it already exists in the library, although SG will still say you didn't activate it (and therefor will give you a penalty for not activating).
To prevent issues for the winner, and to prevent people for creating a giveaway after winning it (which is against the rules), I'll make sure the winner does not own the game already.

BTW I have noticed arma 2 is still on my wishlist. so i removed it.
I think it is another reason that it still show up on the wishlist giveaways.
