Thats just the regular game. This is the collectors edition, which includes all the DLC. So obviously its not the same thing.

They removed the game off the list so most likely free givers cheating. Key would be suspicious to me not a gift pack. Question is will the winners realize they were conned and report GA on winning or no?

The Tropico 4 DLC is among the few which are reported for ownership, and they are, as far as I know, not whitelisted in SGTools. Meaning if the winner marks as received, he can be suspended for non-activated wins, and will be denied from most any SGTools protected giveaways.

Honestly, I am okay with that. The price is not particularly high, but enough to teach a small lesson about being a little observant. A trait that seems to be a lot more dead than chivalry is. :)
