It would need to be another key for the same game, not "of similar value". Otherwise, if a winner marks "Received" on the giveaway and doesn't have THAT game in their collection, it'll show up as a non-activated gift for anyone who checks.
I do not have multiple keys for single games. And I sure as hell am not going to buy a key just to gift it to someone on here. 99% of my keys have not had any issues. If Steam Gifts wants to penalize me for giving away games for free, and one out of a hundred are bad, so be it.

They do not need to make it as "Received". We can cancel the entire giveaway, and I can PM them a different key for a different game.
